The Islamic Treasury & Welfare System

“And whatever you spend in charity or devotion, be sure Allah knows it all.” (Quran 2:273)

Definition & Origin

  • Literal Meaning: Arabic term for “House of Wealth” or “Treasury.”

  • Islamic Concept: A centralized system for collecting and distributing Islamic funds (Zakat, Sadaqah, Fidyah) to eligible recipients, established during the Prophet’s ﷺ era and formalized by Caliph Umar ibn al-Khattab (RA).

1. Funds Management: Transparency & Sharia Compliance

Core Principles:

  • Quranic Guidelines: Strict adherence to Surah At-Tawbah (9:60) for Zakat distribution.

  • Trust (Amanah): Funds are managed with accountability, as emphasized in the Hadith: “The trustee must give what he is entrusted with to the one who entrusted him” (Bukhari).

Operational Framework:

  • Collection:

    • Zakat (2.5%): Calculated on savings, gold, and business assets.

    • Sadaqah: Voluntary charity for general welfare.

    • Fidyah/Kaffarah: Compensation for missed fasts or broken oaths.

  • Distribution:

    • Prioritization: Poor (Fuqara) and needy (Masakeen) first, followed by other categories.

    • Verification: Recipients screened to ensure eligibility (e.g., income checks for Zakat).

  • Audit & Reporting:

    • Annual financial reports shared with donors.

    • Independent Sharia audits to ensure compliance.
